Mandatory energy consumption quota standards and mandatory energy efficiency standards are the basic requirements for energy conservation management and must be implemented according to law. Up to now, my country has released 112 national standards for mandatory energy consumption quotas, 75 national standards for mandatory energy efficiency, and 190 recommended national standards for energy conservation. Carbon development has played an important role. All regions, relevant departments and industries must attach great importance to energy conservation standardization work, accelerate the renewal and upgrading of energy conservation standards in accordance with the law, effectively strengthen the application and implementation of energy conservation standards, and continuously consolidate the foundation of energy conservation work, in order to actively and steadily promote carbon neutrality and accelerate development. 2. Accelerate the upgrading of energy conservation standards
(1) Accelerate the formulation and revision of a number of energy-saving standards in key areas. (2) Steadily increase the energy consumption quota requirements of key energy-consuming industries. The mandatory energy consumption quota standards for key energy-consuming industries are divided into advanced values, access values and limit values. Among them, the advanced value is benchmarked against the domestic or international leading level of energy efficiency in the same industry. In principle, its value should represent the energy efficiency level of the top 5% of the industry; the access value is the energy efficiency level that new capacity such as new construction, renovation and expansion projects must meet. Coordinate the research and formulation of energy-saving standards and carbon emission-related standards, connect energy-saving standards and carbon emission-related standards and indicators from the perspective of the entire life cycle, and explore the inclusion of carbon emission-related indicators in energy-saving standards.
3. Effectively strengthen the implementation, supervision and inspection of the application of energy-saving standards
(1) Responsibility of the main body of the utility unit. Relevant enterprises, institutions, government agencies, social organizations and other energy-consuming units are the main body responsible for implementing the requirements of energy-saving standards. They must effectively strengthen energy-saving management and strictly implement energy-saving standards, especially mandatory energy consumption quota standards and mandatory energy efficiency standards. 4. Strengthen positive incentives for energy efficiency leadership
